The safety assessment includes an evaluation of all ingredients for substances restricted or prohibited by Commission Regulation (EU) 2024/996 amending Regulation (EC) No. 1223/2009 on cosmetic products.[1] These substances have allergenic properties or may pose a risk to human and animal health. Certain fragrance compounds may have allergenic properties and must be indicated on the container and packaging. The list of allergenic fragrances (Annex III) includes numerous ingredients of essential oils as well as many essential oils themselves, e.g., trans-Anethole, β-Caryophyllene, (-)-Menthol, α-Pinene, β-Pinene or α-Terpineol, as well as ylang-ylang, cinnamon oils, citrus oils, or peppermint oils.[2,3]
Only recently, naturally occurring compounds with endocrine disruptor properties have been subject to scientific and regulatory scrutiny. The Scientific Committee on Consumer Safety (SCCS) has evaluated Resorcinol, and the isoflavones Daidzein & Genistein, constituents of soya or red clover extracts, for use in natural cosmetic products. Their maximum concentration in the ready to use preparation is specified in Annex III of Regulation (EC) No 1223/2009 with 0.007 % for Genistein and 0.02 % for Daidzein. From November 1, 2025, products containing Daidzein & Genistein have to meet these provisions.
Furthermore, p-Cymene occurring, e.g., in rosemary oil or tea tree oil is under scrutiny by European authorities and will possibly be classified as CMR Cat. 1b. We will keep you informed about the outcome and consequences.
